My friend G. claims that Charlottetown residents cannot keep chickens in their backyards. I can’t find anything in the City Bylaws on this topic.
The Nuisance Bylaw says the “Any person who keeps, owns, or harbors animals or birds which make or cause noises or sounds that disturb or tend to disturb the quiet, peace, rest, enjoyment or comfort… is guilty of an offence.”
But it doesn’t say you can’t have animals, just that they can’t be annoying.

My colleague here in Paramus, NJ keeps chickens. He has to put the roosters inside at night so they don’t make noise. He recommends Bantam Roosters, a half size breed.
If the Garden State allows chickens, why not the Garden Province?

Municipalities don’t have the power to create bylaws in and of themselves. That power is conferred to municipalities by provinces through various statutes (municipality acts, planning acts, etc.) If the City doesn’t have a bylaw covering chickens it may be because the provincial acts that allow them to enact bylaws don’t confer that power. There may be a provincial statute that regulates poultry owners in town. Personally, I have no idea.
Lisa! I am shocked at your attitude toward chickens Of course you have a right to your opinion about chidkens, but I hope it’s based on the actual care and feeding of them. I had chickens for many years when I lived in the country and I loved them — they are kind of stupid, but very funny and very nice to provide an endless supply of excellent eggs without demanding too much. If we didn’t have skunks and feral cats around our place, I would tempt the confusing by-law and have them again.
