I don't know in this case, but defaulting to most restrictive on road signs is often by design. It is thought better to have sign combinations saying "no parking except on Monday through Saturday" rather than "parking allowed except on Sundays". This is because if you don't see or read the details and only go by the big sign, you're not going to do the thing being forbidden.
As another example, consider "do not enter, except bicycles" vs "two-way, but only for bicycles".
In this particular case, perhaps it would have been easier to just close the road to cars on those summer Sundays? No signs on meters needed.

Speaking of signs, I walked into a small shop the other day. The clerk quickly asked me to wait outside, they have a limit of one customer. I missed the sign on the door because it was mixed in with 12 other signs. It was intense, but like the cluster you shared in this post.
