I will always ever call that the Basilica Rec. Centre. And that end of the building will always be the Media Centre to me, the former home of the NFB collection and where my father as an education media librarian for PEI gov for many years. I spent a lot of time in that building and though it's not Charlottetown's most glamorous building, is a nostalgic one for me. You captured it quite perfectly.
The Media Centre became the Dept. of Education Technology Centre in later years: I remember visiting once and standing in the remains of a small film theatre there as cables were pulled and Chris Vessey gave me a very complete answer to the question “so, what is Ethernet anyway?”
My other memory from that end of the building was the CBC Bootlegger Forum that was held on the top floor; it was a remarkable event.
