As long as escapees are not planning to go somewhere to get old and then return this is a moral choice. Those who avoid reasonable* Canadian taxes but return to reap the benefits of citizenship are not pulling their weight. If it’s pre-meditated and calculated, it’s stealing (from the poor, btw).

*Canadian taxes are high but so is our standard of living. Simply *not* living in the US is worth a few thousand a year.
