From Pedro comes a link to TiltShiftMaker, which I don’t completely understand, but which seems to be able to make photos look like models. Like this:

Or, if you go for a higher end lens, $1800 cheaper.

That said, it can’t replicate the other (original? main?) use of a Tilt Shift lens, which is to fix perspective, especially when photographing architecture.
